The next iterations of the Title 24 Building Energy Efficiency Standards, and Title 20 Appliance Efficiency Regulations are currently at the early stages of development. During the development of these standards and regulations, those appliances, building materials, and equipment under consideration for inclusion in the code will be subject to evaluations of their energy savings potential, and life cycle cost analyses. In anticipation of this process, the Energy Foundation and the NRDC have commissioned Davis Langdon to examine the historical impact of code adoption and regulation on the cost of selected appliances, building materials, and equipment.
Working Hypothesis: There is a presumption that inclusion in the prescriptive requirements of building and appliance energy efficiency codes has an impact on the cost of appliances and building components, such as HVAC equipment. Existing cost data that is used for life cycle cost (LCC) studies as part of the code development process is considered to be imprecise with regards to post code adoption pricing trends. The goal for the report is that it be a useful tool for the code development community.
