CHP is an independent company, wholly owned by the Department of Health; it's main activity is to deliver the NHS Local Improvement Finance Trust (NHS LIFT) programme, which is designed to provide modern, safe and fit for purpose premises for the delivery of health and social care across England.

The CHP QS Framework was established in April 2010 and enables Contracting Authorities easy access to professional, informed, experienced and independent quantity surveying advice. Contracting Authorities include strategic Health Authorities, Primary Care Trusts, NHS Trusts and Local Authorities who are planning new projects under both LIFT and the recently launched Express LIFT Framework.
